There are likely two practical ways for Narset to win, either by generating massive value and control using Planeswalkers (ideally some that can also attack or deal damage like Gideon Blackblade), or by drawing out your entire deck like Urza, Lord High Artificer using Enter the Infinite End Step While top-10 lists are always subjective, especially in an eternal format like Commander where players can have their choice from a buffet spread, ours is derived from the Tap & Sac teams collective playing experience
Rares and mythics have a hard time maintaining much value, since they are illegal for tournament play (and are probably barred by many casual playgroups as well)
It also has a tiered structure with three Rows. Row 2 is the most common and, as such, is considered the base version
Usually, I take the cards in Izzet, but you can do it in other ways
