If they dont have an intervening if (meaning the part the card that says if you have the citys blessing is its own sentence), then the trigger will happen regardless of if you have the Citys Blessing or not, but will not do the part of the trigger that references the Citys Blessing (for example, Kumenas Awakening)
This card getting printed does open the possibility of every color getting their own Birthing Pod-adjacent card, and Im very excited to see which other ones well see in the future in this cycle - even though Im fully aware said cycle might never truly be completed, or it simply isnt even a cycle to begin with and this was just a one-time thing they wanted to do
